Thomas Foti is general manager of Sheraton Princess Kaiulani and Moana Surfrider, A Westin Resort & Spa. He will oversee operations of both hotels. Foti was most recently general manager at the Waikīkī Beach Marriott Resort and Spa, where he managed the resort’s $100 million renovation. He is also chairman of Hawai‘i Lodging & Tourism Association.
Rachel Young has been named human resources director for Pālolo Chinese Home. She brings 23 years of human resources experience to the role, having previously held positions with Fletcher Automotive, Lanakila Pacific and Kobayashi Travel Service. She is a graduate of University of Hawai‘i, where she received her degree in business administration.
Harold Pascua joins G70 as a civil engineer. He brings more than two decades of experience to his new role and has worked on major projects throughout O‘ahu, including roadway design improvements on Dillingham Boulevard, and planning and site development for California Avenue apartments in Wahiawā.

Denise Eby Konan has been appointed by the federal government to the Palau Economic Advisory Group. Konan is dean of University of Hawai‘i at Mānoa’s College of Social Sciences and the first woman to serve on the advisory group. She is an international trade economist who has worked extensively in the Pacific, Asia, the Middle East and North Africa.
Jack Legal has been named the 2022 Hawai‘i Realtor of the Year by Hawai‘i REALTORS, a statewide professional trade organization for the real estate industry. Legal was past president of Hawai‘i REALTORS and founded Legal Realty in 2000. He also served as past president of the Honolulu Board of REALTORS and was recognized as that organization’s Realtor of the Year in 2020.
Kari Noborikawa joins Starn, O’Toole, Marcus & Fisher as a litigation associate. She has a law degree from George Washington Law School, where she graduated with honors. She also has a bachelor’s in political science and peace studies from Chapman University’s Wilkinson College of Humanities & Social Science.
