L ittle known to the public is a whopping $10,000 pay increase for legislators starting Jan. 1. The purpose here is to share how this came about and why voters would be even more shocked and surprised with-

will put this out as one of its “Big Q” question surveys, and we’ll see how legislative leaders react. Let my office know how you feel about this pay raise and an increase in the cost of government.

out background information. It all started with the cre- ation of the Hawai‘i State Salary Commission Report of March 2019. The Com- mission was established as a result of a constitutional amendment of Article XVI of the Constitution of the State of Hawai‘i. In brief, the commission was estab- lished to replace politicians who in the past had voted for
In a letter to House Speak- er Scott Saiki, I asked for a status update on the pay rais- es for legislators that were deferred in 2020 pursuant to Act 2, Session laws of Ha- wai‘i 2020 until July of 2021.
Given the two legislative acts postponing the pay in- creases, there has been an accumulation of more than $10,000 that will be paid out to legislators for their salaries to increase from
Does a part-time legis- lature deserve to earn the $72,348 per year? That is a big question with many an- swers. Please, just remem- ber, part-time means we’re not in session year-round,
STATE REP. GENE WARD
Don’t Be Surprised At Legislators’ Pay Increases
The House voted to forgo any pay raise in the 2020 session, but the 2021 session was a different story.
The bottom line is that the cost of government goes up after being postponed for a couple of sessions and will come to roost when the Leg- islature convenes on Jan. 16.
Nonetheless, legislators must be prepared to see some pushback. I am re- minded that the last time the Honolulu Star-Advertiser did an approval rating of the Hawai‘i State Legislature; we were at about an 18% ap- proval — not exactly stellar.
I stated, “Legislators ac- cepting a pay raise at this time (of the pandemic) would be unconscionable. Politicians giving them- selves a raise would be a slap in the face to Hawai‘i’s families. Especially during a pandemic where many of Hawai‘i’s families are strug- gling.”

but for legislators who excel in constituent concerns and serve our districts’ 30,000 “customers,” it is more than a full-time job.

their own pay raises. According to the Salary
Commission, members of the State Legislature are due increases as follows:
After receiving no re- sponse, I drafted a House floor amendment that would delay the pay increase for a year. When the Speaker got wind of my floor amendment that delayed the pay raise by one year, he introduced an amendment to delay the pay raise by two years. His amendment passed, and I ended up withdrawing my amendment.
